AFAIK they only fix the bits that users have discovered and told
them about.

Since it would be a capital crime for military personel to tell
the software people about any weaknesses in their systems, I
doubt that any "back doors" are actually taken out of the
mil-spec software.

Except of course where the hacks become so noticeable that they
get into the media...

I think you'll find it's mostly "self-regulation" where the power
companies agree on their own standards.
