Not necessarily, in the 60`s or 50`s (I forget the exact season), Bob  
Gibson with his 22  wins beat Juan Marichalwho had 26 winsto win the Cy 
Young. The difference was Marichal`s 2.30 ERA against Gibson`s microscopic 
ERA of 1.12. You see, more wins doesn`t guarantee a Cy Young.
