As the question implys; there is nothing in the nodelist to indicate that
U,ENC is a viable flag under the SMH designation or in and of
itself...neither in the nodelist itself, nor anywhere that one would
expect it to be shared. Which should be an on-topic discussion for this
echo, as well as any other echo subject. To say that it is a topical
subject in FIDONEWS isn't a good idea, considering there is nothing one
can do to wade through the garbage posted there on a daily basis.
