Like "rubber baby buggy bumpers" -- a famous English tongue twister -- it
certainly describes a plausible item, but it's more silly than useful as a
phrase in regular language/conversation (except, of course, for a conversation
involving the question, "What's a tongue twister you know & like?"!)
