1. Whenever the published loading data calls for it.
2. As a general rule of thumb, W296, H110, and Hercules 2400
always require magnum primers in handguns, subject to item #1.
3. Powders along the lines of Blue Dot can go either way. For
instance, published loads using magnum primers show a lower max
for Blue Dot than published loads using standard primers.
