 Perhaps I am missing something here, Not Unusual.  :-) But reading the ARRL 
Repeater Directory I see the following fro 6 Meters:
 Repeater inputs(19 channels)      51.12 - 51.48
 Repeater Outputs(19 Channels)     51.62 - 51.98
 Also in the "Repeater Location Guide" for Califronia/Arizona/Nevada/Utah 
published by Karl Pagel, N6BVU it States the Following:
"In the 6 Meter Band a Minus(-) sign Means the Repeater Input is DOWN
  500 KHZ."
  I have no more infomation than that to Offer.
