I agree that is part of the the cause of the problem.
Yet, is it possible via any mechanism at all (including voluntary private
charity) to give all needy people what they need and not have a moral
hazard problem as a result? I don't think so.

You think government teaches us to look down on the needy? The leftist view
is that the poor people are that way as a result of the wrongful behavior
(ie repression) of others. That view of the poor as victims is not a view
of the poor as inferiors.
