 This  is  of course, unacceptable.  One thing it does indicate, a
preference for  proposals  from developers with finacial interests.  (and
possible the income to justify high long distance fees and multiple
connection attempts.
 If  his  interest  in  the  position is so tiny that he cannot be bothered
getting  a  modem  that  connects  with  everyone,  or extracting text from
messages,  then he should step down in favour of someone with more time and
interest.
