You should be using a dechlorinator.  I use something called Stress-Coat.  I 
like it because it not only dechlorinates, but it helps the fish stay slimy 
when they get upset.  Also, you can use a water conditioner specific to your 
fish.  Both of these should be available at your local pet store.
Another thing that might be your problem is that any new tank should be up 
and running for at least a week before you add any fish.  From your orignal 
post, I got the impression that you might not have done this.
