Public schools fabricate racial problems and exploit them in many cases.
 A difference of ethnic opinion is not necessarily a problem.  If two
whites or two blacks fight each other it is just two kids fighting.  If
it is a black and a white it is a RACIAL incident.  Much of the
perceived problems are manifestations of our personal prejudices which
the children may not share even remotely.

What you wrote was very illusive.  Some perceived problem that exist
even though it does not outwardly exist.  Interesting concept and one
often used in such issues.  Somehow the potential is the reality which
can not be measured in any finite manner.

Junior High is where the real racial issues begin to manifest
