One country in different zones - it is nonsense!

We inspect this case - transfer R50 to Zone6 (as whole). Since Z6 has very
little count of sysops we will can use it for our purpose joint with old
sysops Zone6.
Old principles we will save, our new rules will extend these and combine
for old sysops.

This is best choice for us.
