One country, same other problems, one language - but different Zones?!
I think this is correct only until transitional period.

Yes - can other RC assign another ZMH in own region? Or change nodelist
flags for IP-nodes (legalize these as non-PVT nodes, analogue Zone1)? And
other our problems can to resolve only ZC, not RCs!

Of course if we get many RCs (more then 10) we will can to elect new Z2C,
but I wrote - this is not good for other sysops Zone2!
