I am the sole user of my computer, but I wish to be notified of =

I'm not sure I understand what you are asking. If the admin has not =
configured automatic updates, then how would there be any updates =
available about which to be notified?
I think it would be better if all users (not just admins) got a tray =
notification by default. Clicking on the shield as a non-admin should =
bring up a dialog with an "enter admin password" prompt, and
possibly a = "do not tell me about updates any more" checkbox.
Users could elect to = reenable notification in a new field in the current
Automatic Updates = dialog.

That's only if you are logged on as an administrator. If you are =
not
logged in as an administrator, there is no yellow shield in the =
tray.
There should be. The only notification you get that there are =
updates
waiting is if you happen to select shut down. Not even the log out =
dialog
indicates there is something waiting. If you don't routinely =
shutdown
your computer, it is possible to go days without realizing there =
is
something waiting.
