Correct.  The majority of the landmass that is 'R50' is actually in
Asia.  Only Westernmost Russia is in Europe technically.  Culturally, I
am told they are more 'European' hence the origional addition to Z2.
Also, there were/are more nodes on the European portion?  It has however
been idle chatter more than once that the solution to R50 and Z6 is to
combine them.  This has good and bad aspects.  It would be looked at
closely I think, If R50 ever *asked* for a review of that as a solution.
So far however, they seem either happy as they are or want their own
zone.
