No.  I'm Chief Legislative Counsel for the Yukon government and my office's
responsibilities include the drafting of orders like an order declaring a
state of emergency.  We draft the order, Cabinet approves it and the
Commissioner signs it.

In this case, I was called by EMO about 10:30 PM on a Saturday evening and
went into my office and prepared the order.  The emergency was declared at
about 11:00 AM the next day.
