Numbering your questions as 1, 2, and 3, the answers are simple:

1.  Yes, they are sinning by not working. 2.  Yes, you are sinning by not
helping. 3.  No, by giving him money you are showing him the love of
Christ, and with the love of Christ indwelling in him he might repent ...
part of which involves going to work.

My answer to #3 is integral to my disdain for governmental charity
(welfare).  It only truly matters when it is given out of Christian love,
because only Christ can touch a person's heart.
