Best thing to do would be to go to your local library and check out a few 
books on 'Amateur Radio' including the 'Novice Class' License manual.  These 
should answer any questions you have and get you (or your cousin) started on 
the way to taking your license exam...  Other might be to contact the 
Red-Cross in your area and see if they know who/where (if not AT Red-Cross) 
classes and tests are held...
Also, see Darryl Linkow's message offering "Novice Notes: The Book" and the 
QSL & 73 magazines.  Lots of info there...
