I think that he was referri8gn to a Jet Turbine Aircraft Engine.
After all Sir Malcom Campbell was killed in a Jet powered boat
trying to set the Water speed limit for noats. Maybe we should submerge 
some barely floating logs in the fishing waters to knock the bottoms
out of these power mad speed demons.
