No, it's not.  I just did some testing, attempting to do a load from
offset 1ffffh from FS and GS, (with himem.sys, and no other memory
manager loaded) and in neither case did the load succeed.
I'll repeat: there may be _some_ version of himem.sys for which what you
say is true, but it'd definitely _not_ true for any of the three
versions I tested with.
