You are making an unwarranted assumption, as nothing in the parable in
Matthew 20 suggests that there was anyone not hired.  At each time, the
master hired every laborer who was idle.  You can't make presumptions about
whether someone would refuse the work.  Besides, this is a parable about
rewards in heaven.
