I found a nifity little tool at www.bluewatersystems.com.  There WinRT 
Developers Tool Kit (also available as an OCX) I think will do the trick.  
I'm needing to program a 9513 chip (a counter/timer chip) via direct port 
calls.  This tool was a bit expensive, but then the project I need it for is 
worth it. Works with 95 and NT.  They don't use any dlls but use a vxd 
instead (under win95 anyway)...
