To start with, a working C / C++ compiler. Do you have a version of the
commercial Watcom compiler available? If not, Open Watcom? If not a port
of GCC to your platform?

You will need additional tools to completely compile and rebuild Maximus
and Squish (and now SqaFix) from source code. If I remember correctly,
Scott used dmake (publicly available, but did not become a standard) with
Watcom (either 9 or 10). I didn't have all the tools Scott used. And the
make program Scott used did not run properly on my (OS/2 based) system.

What is your platform? MS-DOS? Windows? OS/2? What version of the OS?

How familiar are you with coding and debugging in C?

Do you have an account on sourceforge?

Take care.....
