I wouldn't have minded if I had got a message from him saying,
"sorry, I will NOT accept your proposal unless it comes as a
file-attach".  Anyway, I'll submit it yet again as a file-attach
on the weekend to counter that possibility.  I think I have sent
it as a file-attach before, but I can't be certain.
