I am glad that Connie and te and NFBP has taken a stance in regard to
computer access by blind persons.  However, resorting to an ADA
complaint filed with the U.S. Department of Justice is little mor than a
gesture.  The Department of Justice has stopped taking virtually all
Title III complaints, and is considering no longer taking Title II
complaints.  As it is, a person who files a Title II complaint with the
Department of Justice can expect a wait of several years before action
is taken.  If the public library system receives funds from the
Department of Education, it may be possible to take advantage of a
complaint through the Office of Civil Rights at the Department of
Education.  This is an administrative process which  can lead to
action in a much more timely fashion.
