You could take a look at www.fido-deluxe.de.vu by M. Haase
It includes CDP to register point systems.
It is no longer maintained, but still used by many on this side of the pond. It
could be a start for a new approach.
There is something similar for *nix type systems.

My final system was more or less a decendant of the two packages
