There was no yellow shield in the tray, that's the problem. Updates were
downloaded, but no shield displayed like normally.

   Just click on the yellow shield in the tray.  It's the same set you have
previously been notified are waiting for you to approve installing.  It's
in the shutdown dialog because it is a good opportunity to install since
you are going to restart your computer anyway.
