 In my opinion, the best starting place to learning how to do almost
 anything in Photoshop is a MyJanee tutorial.

 She gives you a good shot at doing something close to what you want to
 do now and a starting point from which you can them later modify your
 knowledge to create things more personal and to your own individual
 style.

 there are a great many downloads available of Gradients where you can
 just open a new blank document or layer, then pull a gradient across it
 creating a square in which you can paste your photo.

 Best part of this stuff is it tickles your curiosity so you get into
 the inner workings of the program, where after a bit of experimentation
 you'll find all sorts of capabilities you never knew you possessed.

 I gave my copy of Paint Shop Pro away, so can't look to see what
 was available in it, but I seem to remember being able to select a
 paintbrush, then draw a multicolored line with it.  Creating four lines
 of equal width, each on it's own layer, moving them around arranging
 them in a rectangle of sorts, then trimming the overlapping edges at a
 45ø would make a nice frame.  I don't remember if PSP had layers to
 work with, but Photoshop Elements does and it was created to keep PSP
 from getting all the trade in that price range with their excellent
 program.

 I'm still working on the backlog of stuff to be done before I can
 play web site maker for myself, but when I do, I'll include a few
 actions and gradients for download to make the process simpler.

 My schedule is very pressed and rushed.  I often get out of bed in
 the middle of the night, you know like tenish or so, before noon
 anyway, play computer emails for a while.  Then if I have nothing
 else pressing, play computer picture stuff until two thirty when I
 have to get the grandson from school.  We do homework, then he needs
 a challenging opponent so we play video games or ride bikes or go
 sledding or something until it's time for me to either start or
 order supper.  After that exhausting day is complete I snore on
 the couch while pretending to watch TV until bedtime.   :-)
