That's not exactly accurate.  There are several friends of my parents in the 
middle part of Florida who run huge fish farms and do quite the business 
selling to distributors and wholesalers that stock pet shops.  Since the 
hatchery my father worked for stocked the entire WalMart chain, they did 
quite a business, too. :)
Certain species that do not breed well (or at all) in captivity, like Neon 
Tetras, are wild caught.  But many others, like Mollies, Swordtails, Angels, 
etc., are farm raised.  There are also a very few species of salt water fish, 
like Clowns, that are farm raised now, too.
