 Yes in this context it could make sense. ;)

 The origin of the word is far more interesting, it stems from the 15th
 century. A "kul" was what later became a fasion item as braguette.
 The addition "flauwe" indicated, that it was not very significant.
 Actually hinting at what it was covering.
