I do not think that things will change to much. People with CBs are not 
exactly chomping at the bit to get more frequencies. People who are serious 
will still get the Marine radios and the others will get CBs. The Coast 
Guard and others will still monitor the VHF. 
I do not think it is possible for a federal agency to do something AND keep 
the cost down. :)
