Strictly speaking Fidonet software is character encoding agnostic. Strictly
speaking Fidonet starts at the sender's outbound and ends at the receiver's
inbound. The process is fully transparent at the byte level.
The reason many fidonet participants can not properly display UTF encoding
messages on their screen is because their user interface can not display it.
But strictly speaking, the user inteface is not part of Fidonet.
