As for your tag line -- I am not a big specialist, but all I see 
probably means, that you use UTF charset, but the NNTP server has KOI8r. 
_All Russian NNTP servers use KOI8r_. So, the NNTP server distorts your 
UTF and send it as distorted KOI8r line.

It means that I can't read it even if I set up KOI8r.
