Yes, you can ask Dennis, (your SysOp), to areafix the CALLSIGN echo.
In there, you can send a message to CALLSIGN SERVER and give either the
person's call or their name in the subjest line and it will look up the
name, address and callsign.  (It will also look up by city or zipcode).
OR if you have Internet access, you can check by callsign at www.qrz.com.

If you know who your local OO, (Official Observer) is, you can contact him
or her.  Otherwise, you should report them to the F.C.C.  I believe they
can be reached at www.fcc.gov on the Internet, or you can write to the FCC.
I don't have their address handy, but if you addressed it to: F.C.C.,
Gettysburg, PA, I'm sure they would get it.  Another good place to report
violators would be ARRL, 225 Main St., Newington, CT 06111-1494.  They
would be able to foreward your report to the enforcement branch of the
FCC, and may be able to apply a little pressure of their own.
 
One question: How do you know that they are phoney calls?  They could
have been recently assigned.  The database at QRZ.COM is updated daily
from the FCC's callsign database, and if the callsign server in the
CALLSIGN echo can't find a call, it will check one of the frequently
updated databases, so either way you can get updated information.
