IMHO, most people in the US and Europe use charsets like
Content-Type: text/plain; charset=us-ascii
Content-Transfer-Encoding: 7bit

and they didn't even hear that the Russians have many text coding pages, 
KOI8 including.

BTW, IMHO these people also don't see your origin text in Russian:
