What is "it"? The username is no longer listed as having modify
permission on the file?

If the parent folder (the folder holding the file) has permission #1, but
the file has permission #2, then the file would probably have permission
#1 after editing. When you edit a file, the app will probably create a
*new* file, and that file would inherit permissions from the folder.

Or, permission #1 does not allow the user permission to create files.
