Why would you quote it if your setup was just going to mangle it by trying to
change it to a different character set anyways?

I could read the cyrillic letters just fine. I could also copy/paste it into a
translator to get an idea of what it said just fine. The fact that you may not
be able to, doesn't mean no one else can.
