Just watched the establishing shot again... As it begins the rendered 
"island" has a  river way off to the distance (that would be the Hudson. 
Across the Hudson you can make out tall buildings in Jersey City. Then 
it backs away from the island and we see the Brooklyn Bridge and the 
East River. To the left of the bridge, at the waters edge, we can see 
the South St. Seaport.  Buildings to the left of Bridge match the 
skyline of lower Manhattan Wall St. area. South of that we can see the 
Staten Island ferry terminal in its proper placement. As the camera 
swoops past the towers of the Brooklyn Bridge, and away from Manhattan, 
  you can vaguely make out what is "Governors Island" in the East River 
to the extreme extreme left. So this rendering was most probably from an 
aerial view of the Brooklyn Bridge.

As I watch it now, I can see that the Manhattan Bridge ( to the right of 
the Brooklyn Bridge) never comes into view making the "Williamsburg" 
guess incorrect.  This would have to be an area called DUMBO (Down under 
the Manhattan Bridge Overpass) which is an area between the Brooklyn 
Bridge and Manhattan Bridge.

The police car investigating the building is nondescript and not a NYC 
police car.

The cop radios in that they are at "149th and Cordova" - not a Brooklyn 
location. So based on that radio transmission, they are in a fictitious 
metropolis rendered from Manhattan and Brooklyn aerial views.
