I have heard of a way.  The phone company can install a "rotor" (or
perhaps he meant router), an automated switch that uses one number, but
is actually two (or more) phone lines.  It is the same way an Internet
Service Provider would be able to use one phone number to service more
than one customer simultaneously.  I don't have technical details.  I
just remember talking with a Sysop in Sierra Vista, Arizona about this.
