Well there are dynamic and 'dynamic' ip's. One of my adsl ip's has changed two 
times last year, the current ip has been stable from 23.02.2017.

There was quite static ip also assigned to my bbs router once, it stayed 
unchanged almost 5 years, from 2011 to 2016.

Mobile connections are a totally different story.
