May be because: 1) you specify a .BAT (or BTM) file. 2) BAT file are
associated to 4DOS (or maybe to the "primary shell" so again 4dos.com)
3) So 4dos.com is started.

Well, I don't know which program the fault is from.
I'm not even sure it's a fault.
The way you have get it working it's fine (you can call it "properly filling
win95 dialog box).
I think that thare are exist ways of fixing it in 4dos configuration.
For example in 4START.BTM you can check if you are in Win95 ( %_DOS variable
or so on), and the run a command.com shell (in this way, ti will be a third
shell)
