The organizer of a rally should get a permission from the Moscow mayor's
office to use particular streets. Theoretically, it is done to prevent
different organizers to book the same streets. There was a big holiday,
the June 12, the Russia Independence Day, and Moscow's authority said
that Tverskaya Street (Navalny's desire) in central Moscow would be used
for other purpose.
