The organizer of a rally should get a permission from the Moscow mayor's 
office to use particular streets. Theoretically, it is done to prevent 
different organizers to book the same streets. There was a big holiday, 
the June 12, the Russia Independence Day, and Moscow's authority said 
that Tverskaya Street (Navalny's desire) in central Moscow would be used 
for other purpose.

Well, it is very possible that the Moscow authority did it on purpose -- 
not to admit a big protester rally in Moscow's center during the pompous
