Indeed, there are exchange programs for students, but they cannot be
extended to Crimea because of its present legal status. Common people
can visit Crimea unless they don't care of the Ukraine side reaction.
Maybe you remember the last Eurovision song contest held in Kiev - the
Russian participant, a disabled girl, was not allowed to participate
because she visited Crimea in 2015.
