Going to reply to the original posting here :)  I had this problem once
before and it results in somehow the user setting a password for REXCFG.  I
had to fix this on a system that I set up.  Unfortunately, I had to delete
the REX files and start all over again, but I got it fixed.  This is why I
back up all my REX files before, and after any changes (after I make sure
the changes work as expected first).
