I'll pass the responsibility of a more technical explanation on to
someone more knowledgeable than me, but basically the reasoning is that
when you perform an OUT there is a return from the motherboard before
the CPU can continue. The first page of ports are always on the 8MHz
bus, and port 4Fh is always unused, so a stable form of jmp $+2.
