The accident after takeoff has the appearance that the Air Traffic Control
Clearance did not provide a SID with terrain clearance.
That was the Norm even in the United States until 1958. Up until that time
Air Traffic Control only seperated Instrument Flight Plan traffic, it was up
to the pilot to maintain safe flight over the terrain.
The first terminal departure in the United States to have a SID which
provided for terrain clearance was ABQ departing to either the east or north
from Kirtland. The Center Chief was a person by the name of Hank Marks. He
made it loud and clear that ATC's responsibility was not to provide terrain
clearance but he finally accepted it. After that SID's were the norm in the
land of the round door knobs.
