This is probally due to the change in xinetd included with most of
the later distros, which now requires validated login/password
programs to increase security.

Drew Baker provided some notes about this for the EleBBS Linux FAQ
last year, along with a work around which requires the user first to login
to telnet (xinetd), using a "BBS" account, and then login to EleBBS as
a user.

Hopefully in the future some of the Linux gurus might be willing to
contribute a cleaner solution, perhaps even an EleBBS specific
telnet daemon.
