This would be a good thing!    Then maybe we could have our 800 MHz 
spectrum back...
  
It's happened before - just look at the old IMTS phone systems in the 150 and 
450 MHz bands.  There may be a couple of those still operating - but not in 
any city of any size.  If the frequencies are used at all they are doing 
paging these days.
