Yes.  What it boils down to is that Windows does not allow a DOS
application access to the UARTS FIFO buffers.
You might want to give Telix For Windows a try.  The latest version is
TFW 1.15d.
Otherwise....  Find a copy of the files WFXCOMM.ZIP and CHCOMB.ZIP.
WFXCOMM is an improved comm driver, and CHCOMB will force windows
to turn loose the UART buffer.  Unzip them and install them as per
their respective instructions.
If you are running a 14400 bps modem lock your com port to 19200.  If
you have a 28800/33600 modem, lock to 38600.
