Nodes do not just poll their uplink for mail, they can be polled as well. To qualify for node status one has to run a server (POTS, ISDN or IP) and the server's contact informaton needs to be in the nodelist so that others can contact it. Providing contact information is the main purpose of the nodelist. Yes, I know, there is such a thing as a private node. Private nodes can not be host though.
