I've crossposted this to the MYSTIC echo, where this question is probably more
suitable, and the answer can help other fellow sysops.

With mutil, you can import a message from a text file. That paired with a cron,
or a Windows task manager entry, or even better yet in Mystic's configuration
you can use the internal task sheduler to run mutil once a month to post this
text file you manually create.

If you need more specific instructions, another fellow Mystic sysop can
probably help you out with that. Keep an eye on the MYSTIC echo along with this
one.
